Order PCBs with components: assign the responsibilities

Define who supplies the boards and parts, who approves substitutions and who closes shortages. Keep each fitted variant and purchasing commitment identifiable.

Ordering a PCB with components means agreeing who supplies what

To order a PCB with components, define the assembled product, provide the fabrication and assembly data, identify the fitted and unpopulated positions, and agree responsibility for boards, components, programming and testing. Buying the parts and assembling them are different activities. A complete order needs both a technical configuration and a supply responsibility record.

The words turnkey, partial turnkey and consigned describe useful starting arrangements, but they do not settle every detail. A customer may provide one allocated processor while the assembler sources the remaining BOM. A supplier may purchase components while the customer retains the authority to approve alternatives. Write those boundaries against actual tasks and BOM lines.

For the service route, see turnkey PCB assembly. This guide concentrates on the handoff: purchasing authority, kit condition, shortages, DNP variants, incoming material and unused stock. It is not a substitute for a released BOM or for a supplier's written confirmation.

Supply does not equal approval

Start with a responsibility matrix

Example allocation questionsnot default contract terms
TaskPossible ownerAgreement to capture
Bare boardsCustomer or supplierRevision, acceptance basis, quantity and delivery form
Component purchasingOwner by BOM lineManufacturer part number, channel, pack quantity and timing
AlternativesAuthorized design ownerWhat can be substituted and who approves it
Kit preparationSender and receiving teamLabels, packing, counts, condition and shortages
Programming and testNamed technical ownersReleased files, fixtures, limits and output records
Excess inventoryCommercial ownerCustody, reconciliation, reuse, return or disposition

Shared is a valid answer only when the split is described. For example, the customer may select and buy an IC, while the assembler receives it and reports quantity discrepancies. That does not automatically give the assembler permission to purchase additional stock or change the manufacturer part number.

Keep the matrix with the quotation and revise it when responsibilities change. A verbal request to expedite one missing part can create a new purchasing commitment. Record the quantity, acceptable source, cost authority and approval reference before treating it as part of the original supply arrangement.

Release a BOM that describes the actual variant

A usable BOM identifies manufacturer part numbers, quantities, reference designators and relevant approved alternatives. Add customer internal part numbers when they help cross-reference purchasing records, but do not leave the assembler to infer an exact part from an internal number alone. Package and value descriptions are useful checks, not full purchasing identifiers.

Mark do-not-populate positions consistently across the BOM, placement data and assembly drawing. A component that appears in a generic product BOM may be omitted from a particular build variant. Missing from a shipment is not the same as intentionally omitted. Make that distinction explicit before the receiving team attempts to complete the kit.

Use the BOM preparation guide for detailed field preparation. Keep the released BOM aligned with the board revision, placement data and schematic. If an alternative changes the footprint, polarity, firmware or operating limits, involve the design owner rather than treating it as an interchangeable purchasing choice.

Send components as an identifiable kit

Label supplied material so the receiving team can connect each package to the project, BOM line and manufacturer part number. Record quantity, package form and any relevant lot or date information required by the agreement. Avoid combining visually similar parts in an unmarked container. The cost of sorting an ambiguous kit is not the only issue: misidentification can lead to the wrong part being fitted.

Agree usable packaging for the intended assembly process. Full reels, cut tape, tubes, trays and loose parts require different handling. The necessary leader, orientation and extra quantity depend on the component and process. Do not apply a single generic attrition percentage to every part, especially when expensive or scarce devices need a separate arrangement.

Check moisture-sensitive component instructions and packaging condition. A part's handling history matters when its package or exposure condition affects the assembly process. Semiconductor manufacturer information, such as TI's package and moisture-sensitivity references, helps identify part-specific requirements. Do not substitute a general board-storage rule for the actual component instructions.

Kit identity travels with the material

Handle shortages and alternatives without silent assumptions

When receiving identifies a shortage, distinguish the ordered quantity, shipped quantity, counted quantity and usable quantity. Material can be present but unsuitable because of damage, ambiguous identity or an unresolved packaging condition. Record the reason and the next action owner. An unchecked delivery note should not be treated as proof that the kit is ready.

A shortage can be addressed through a customer replenishment, an authorized supplier purchase or a revised build plan. Each option has different cost and schedule consequences. If only part of the lot can be assembled, agree whether a split run is acceptable and how additional setup and shipping will be handled. Do not assume a partial build is automatically preferable.

Illustrative scenario: a 100-board pilot needs one processor per board. The customer sends 100 units, but two packages arrive damaged and the agreed process also requires a reviewed setup allowance. The correct response is to reconcile usable quantity and agree replenishment or a changed build quantity. It is not to promise 100 finished boards from an unresolved kit.

An alternative part proposal should identify the exact replacement and why it is being considered. Ask the design owner to evaluate form, fit, function and application requirements. Preserve the approval reference and effective build scope. A one-time pilot deviation does not automatically change the approved BOM for all future orders.

Build a supply responsibility record

The worksheet below assigns an owner and action to seven common tasks. Leave an owner unassigned when the decision is open. Shared responsibility requires a written split. The export helps prepare a discussion; it does not check a physical kit, approve purchases or confirm that anyone accepted the assigned role.

Specify the assembled deliverable, not just the component list

Define the work after placement: through-hole assembly, special soldering, cleaning requirements, coating, programming, inspection and functional testing as applicable. Some products require mechanical hardware or a customer fixture. List these items with the assembly scope instead of assuming that every activity is included because the BOM is complete.

Programming requires a controlled firmware image or an agreed provisioning procedure. Identify who provides it, who authorizes its use and how the loaded version will be verified. Avoid putting credentials or private device secrets into general quotation spreadsheets. Agree an appropriate handling method before sharing sensitive provisioning data.

For test work, define the objective and expected output. An assembled board passing an agreed inspection is not necessarily proven to function in your application. Functional testing needs approved conditions, limits and equipment. The assembly service page connects the manufacturing work to the relevant testing discussions.

Compare total responsibility, not only assembly labor

A consigned quote may look smaller because component purchasing remains outside it. When comparing arrangements, include your internal purchasing effort, inbound shipping, handling, shortages and unused inventory where relevant to your decision. These are project costs even when they do not appear on the assembler's invoice.

Ask how extra material is reconciled after the build. Record what was issued, consumed, rejected, retained for authorized setup or left unused. Agree whether excess stock will be returned, stored for a future order or otherwise dispositioned. Storage does not mean that a later design revision can automatically use the same components without review.

The PCBA quote comparison guide helps align sourcing, NRE and verification scope. Keep the responsibility matrix beside the offer so that a low price is not mistaken for broader coverage. A clearly excluded task can be acceptable when its owner and cost are understood.

Questions before ordering populated boards

Can I provide only the expensive components?

Discuss a partial-turnkey arrangement and identify those lines. Agree delivery condition, quantities, alternatives and shortage handling. The rest of the BOM still needs a clear sourcing owner and a released specification.

Does components included mean every part is in stock?

No. An included purchasing scope is different from verified availability or allocated inventory. Ask which availability assumptions apply and how changes will be handled before the order is released.

Can an assembler choose an equivalent part?

Only within the agreed substitution authority. Some alternatives may already be approved; others require design review. Capture the exact part and approval rather than relying on the word equivalent.

Does the worksheet send my BOM?

No. It neither uploads files nor transmits the entered responsibilities. Download the record and attach it with your released files when you choose to make contact.
